Wolinski is a no holds barred police Lieutenant whose motto is: The end justifies the means. His one mission in life is to get criminals off the streets—at any cost. He works in the shadows, a tool of politicians who outwardly despise his methods but gladly bask in the glow of his results. Now on the verge of his forced retirement the city is suddenly faced with more murders in one month than the past decade. So the powers that be turn to the only man suited for the job and assign him one last task: to capture a monstrous serial killer. But quickly Wolinski finds himself out on the weakest of limbs with no one to trust, boxed in on all sides by the police, the Mayor, the FBI, and even the Mob.
